The neckline was changed out by carefully cutting the new shape. I adjusted the cut for ¼” seam allowances. Then I unpick about 1” of the under stitching where the cut and old neckline meet.
Then stitch a new neckline.
Then under stitch new neckline easing into the old neckline under stitching.
It is easiest to access the neckline when you are turning the dress inside out, if you remove the front of the sleeves from the armscye first. Since I needed to raise the shoulder, I was going to need to take off the sleeves anyway.
