In this article, Francesconi Nicola, a senior economist at KIT Institute, makes the case for adopting more rigorous impact evaluation techniques within development banks. South-East Asia faces some of the largest shortages of health workers globally. In 2013, the World Health Organization estimated that the Region would need an additional 6.9 million workers.   🌏 Recognising the regional Human Resources for Health (HRH) problems and the importance of HRH to health systems strengthening, the WHO’s South-East Asian regional office selected HRH as a flagship priority in 2014.     This commitment evolved into the ‘Decade of HRH Strengthening (2015-2024)’. This agenda would be a guiding framework for the region’s member states to improve and strengthen their health workforce.   Our colleagues at KIT Institute, Yasmine El Addouli, Mahdi Abdelwahab, Harry Coleman, and Noor Tromp have been collaborating with Universitas Padjadjaran to conduct an evaluation of the initiatives implemented in the South-East Asian region over the last ten years to improve countries’ health workforce. The learnings of the evaluation will be used by both the WHO and countries (#Bangladesh, #Bhutan, #DPRK, #Indonesia, #India, #Maldives, #Myanmar, #Nepal, #SriLanka, #Thailand, #TimorLeste) to understand what worked well and what could be improved, and support their efforts to address the region’s dramatic health worker shortages.   Our evaluation report comes at a time when the WHO and the region's member states are preparing for the next strategy cycle, following the appointment of a new Regional Director in January 2024. 💬 "Strengthening health systems through a primary healthcare approach is one of the new Director's flagship priorities, and our report speaks to the way health workforces across the region can be empowered through team-based and primary healthcare approaches in order that the gains achieved in absolute numbers of workers over the last ten years start translating into better quality health services and population health," says Harry. 📰 The report will be out soon! 📢 KIT Institute is pleased to share this Progress Report of the test-at-scale phase of the Nestlé Income Accelerator Program.    In 2022, Nestlé launched the Income Accelerator Program in Côte d’Ivoire 🇨🇮 as part of their ambition to help close the Living Income gap in their cocoa supply chain and combat the root causes of child labour risks. The current test-at-scale phase involves 10,000 farming households in Côte d’Ivoire, following a previous one-year piloting period among 1,000 farming households. These households were registered in 18 cooperatives enlisted with six tier-1 suppliers of Nestlé.    The program covers four key areas: child school enrollment, adoption of good agricultural practices, regenerative practices through agroforestry, and diversified income sources outside of cocoa. Households receive a Mobile Money cash transfer of €100 for each key area they participate in. When a household completes all four activities, a bonus of €100 is transferred, amounting to €500 of additional income. 💬 According to Rik Habraken and Oumou Diallo, the two lead authors of the study, the results are very encouraging given the short-term evaluation period. The results show that the Accelerator has significantly enhanced productivity and mitigated diseases on cocoa farms, increased household income, promoted financial access for women and child schooling rates. "We are continuing to gather feedback from the farming families, to learn and adapt the program accordingly. In 2023, KIT Institute’s Gender team, in collaboration with the Global Health and Sustainable Economic Development teams, launched a new hub in #Colombia. This year, to fortify these efforts, our colleagues Rebecca Rosario Hallin, Ingrid Zuleta Marin and Hannah Jasmin Kabelka, joined Sandra Quintero in #Bogota to strengthen our relationship with existing partners and reach out to potential partners.
