About CIR

The Centre for Information Resilience (CIR) is an independent, non-profit social enterprise dedicated to identifying, countering and exposing influence operations. Our mission is to raise awareness of the threat to democracy and objective truth from influence operations, including disinformation, and help to counter it. CIR currently fulfils its mission through three strands – programmes and research, the Media Hub and our Resilience Network. We are a collaborative initiative with global ambitions: we aim to work with partners including civil society, the media, grassroots organisations, academia and democratic governments to coordinate activities. About the Role

This is an exciting opportunity to join an innovative, ambitious, non-profit organisation at a formative time in its development. As a Programme Manager, you’ll play a key role in taking forward our mission – managing the delivery of open-source research projects and ensuring the right processes and resources are in place to deliver efficiently, on time, within budget and to a high standard.

Working within a young and innovative organisation, you’ll need to be a flexible and collaborative team player, willing to pitch in and multi-task across different projects and work at pace to often tight timeframes. Role Description

As a Programme Manager, you will be responsible for the management of a number of CIR programmes. Specific tasks will include:

  • Playing a key role in the project’s leadership team alongside the project technical lead and relevant CIR Director to oversee delivery and maximise impact.

  • Ensuring projects are managed to budget and quality, deadlines are met, and strong collaborative relationships are built with clients and wider stakeholders.

  • Developing research plans and defining deliverables, establishing effective project management arrangements and quality assurance procedures, tracking project progress and rapidly identifying and resolving issues impeding delivery.

  • Developing strong relationships with CIR staff, consultants, and partner organisations to produce high-quality outputs and achieve desired outcomes.

  • Working with open-source investigators and remote sensing experts to develop innovative technical solutions that enhance data collection, verification and analysis.

  • Ensuring the project’s activities and impact are accurately measured and recorded.

  • Coordinating identification, assessment and management of risk across the project.

  • Developing financial forecasts, overseeing expenditures, and ensuring accurate and timely financial reporting.

  • Ensuring compliance with CIR’s corporate policies relating to data protection, cyber security, anti-corruption, safeguarding, conflict sensitivity, and CIR’s Code of Conduct.

 

Working Arrangements

The role will be a full-time, permanent opportunity. The role will be remote within the UK or EU, with the possibility to work from CIR’s offices in London, if desired (subject to the applicant having the right to work in the UK).

CIR encourages flexible working and is happy to agree on a working pattern to suit the successful applicant. We generally expect staff to be available between the core hours of 10.00 -12.00 GMT and 14.00-15.30 GMT each working day unless an exception has been agreed.

About the Role

This presents a thrilling opportunity for a Head of Finance to join CIR during a pivotal phase in our growth. We're in search of an individual ready to take charge, guiding our operational expansion while remaining adaptable and collaborative in overseeing day-to-day activities alongside our Finance Manager.

You'll play a key role in developing and implementing a financial strategy that aligns with CIR’s long-term mission and goals, and contribute to building a robust function to support the organization. Working closely with co-founders and the senior management team, you will be involved in creating annual budgets, forecasts, and reports, ensuring financial health and compliance with relevant regulations.

Responsibilities

Financial Reporting and Compliance:

  • Prepare accurate and timely financial reports for internal and external stakeholders.

  • Ensure compliance with all relevant financial regulations, accounting standards, and tax requirements.

  • Manage financial audits and liaise with auditors to address any issues or concerns.


Financial Operations:

  • Oversee day-to-day financial operations, including accounts payable, accounts receivable, payroll, and cash management.

  • Establish and maintain effective financial controls and procedures.

  • Work with the Finance Manager to streamline financial processes to improve efficiency and accuracy.

  • Evaluate and implement new systems and tools for budgeting, forecasting and management reporting.

  • Improve the efficiency & effectiveness of the finance team through a continuous improvement in processes.


Investment and Funding Management:

  • Identify and pursue funding opportunities, grants, and investment options to support the organisation's growth and impact.

  • Manage relationships with financial partners, investors, and donors.


Risk Management:

  • Assess and mitigate financial risks, including currency exchange, market volatility, and economic factors.

  • Develop risk management strategies and contingency plans.


Team Leadership and Development:

  • Lead and mentor the finance team, fostering a culture of excellence, collaboration, and continuous improvement.

  • Recruit, train, and develop finance staff as needed.


About You

  • You’ll be a Qualified Accountant (ACCA/CIMA) with experience of working in a social enterprise or a non-profit organisation.

  • Ideally, you’ll also have had experience of working in the private sector.

  • You’ll have a strong understanding of financial regulations and compliance.

  • You have excellent analytical skills, highly numerate, able to engage in complex financial assessments.

  • Experience of managing interactions with other senior executives and functional leaders.

  • You'll be a team player with good collaboration skills – able to work closely with other business areas, including programme management.

  • Able to operate at big picture strategic level but willing and able to engage in detail in a hands-on way.

  • Proficiency in financial software and tools.


Working Arrangements

The role will be a full-time permanent position. The role will be remote, with the opportunity to work from CIR’s offices in London, hybrid or onsite if desired (subject to the applicant having the right to work in the UK).
