This position will support CLASP’s new campaign: the Clean Lighting Coalition (CLiC). CLiC is leading global efforts to accelerate the transition to energy-efficient, cost-effective LED lighting by removing exemptions for mercury-containing fluorescent lighting under the Minamata Convention on Mercury. The campaign is bringing together technical experts, public health and environmental stakeholders and industry actors to encourage an endorsement of a proposed Amendment at the upcoming Convention of Parties (COP4).

Introduction

CLASP is seeking a qualified consultant or firm to lead Communications and Advocacy efforts in Latin America and the Caribbean under an innovative and impactful global public health campaign. The consultant will work closely with an international team to support the implementation of the Clean Lighting Coalition campaign in Latin America & the Caribbean (GRULAC), leading Communications and Advocacy. This will include building and maintaining relationships with media contacts, NGOs/ advocacy groups, and other key stakeholders to deliver evidence to influence the region or a country toward the campaign goal.

A successful candidate will already have trusting relationships with media personnel, marketing and campaign actors, and advocates throughout Latin America and the Caribbean. The specialist must have experience developing advocacy campaigns to influence decision-makers and a successful record of media placements in energy, health, and chemical-related forums. The role will require strong translation skills (English-to-Spanish and Spanish-to-English) and the ability to turn complex technical information into persuasive communications materials –talking points for the press, pamphlets, social media and/or email campaigns, etc. The Communications & Advocacy Specialist will also support in bringing together a coalition of environmental and public health advocates, consumer groups, and leading businesses in support of the campaign goals. Experience in chemical issues a plus.

The ideal candidate will have experience implementing campaigns pertaining to public health, environmental justice, and/or climate change mitigation with strong media contacts across the region. Experience working with governments (particularly Ministries of Environment or Health) in Latin America and the Caribbean is highly encouraged.

Timeline

Contract Timeframe: October 2021 – April 2022

This is a 7-month contract culminating in April 2022, with potential for a short extension after that. The consultant will be expected to commit roughly 25% time throughout this time.

Scope of Work

CLASP will contact qualified respondents directly with details about the global public health campaign and a specific scope of work.

Key Qualifications

  • 7-10 years of experience in communications and advocacy fields
  • Experience with media/journalism required
  • Interest and experience in public health, energy, environment, environmental justice, and/or climate change fields
  • International experience required, preferably in both Spanish and Portuguese-speaking countries
  • Fluency in English and Spanish required, Portuguese preferred
  • Exemplary team coordination skills; knows how to work through people to get results
  • Moves smoothly between analyzing an evidence base and formulating high-level communications messages
  • Persuasive; ability to connect with and influence people in diverse, international environments and settings, including consumers, non-profit advocates, and media personnel
  • Ability to travel across the GRULAC region once COVID-19 restrictions are relaxed
  • Ability to maintain composure, flexibility, and a sense of humor.
  • Intellectual agility

Evaluation Procedure

A committee appointed by CLASP will evaluate proposals received. Selection of qualified companies or organizations will be based upon the following criteria:

  • Technical Evaluation Factors
  • Financial Evaluation Factors

All bids will be evaluated and ranked using Quality and Cost Based Selection (QCBS), with 80 percent of the score accorded to the technical proposal, and 20 percent to the financial proposal.

Fill Out Pre-Qualification Questionnaire (PQQ)

All candidates must fill out the PQQ. The PQQ is a thorough due diligence screening aimed at gathering legal and financial information on prospective partners/vendors. If questions are not applicable, please type “N/A” and go to the next question. While the form can be saved, we recommend completing it in one sitting to avoid potential complications. We will be notified once you submit the PQQ.

Organizations that have already completed the PQQ do not need to complete it again unless the structure of the business has changed. If you are unsure, please email Andrea Testa (atesta@clasp.ngo) to determine next steps.

Submit Technical and Financial Proposals

Interested parties should submit separate technical and financial proposals electronically, in English, via this form link (preferably in PDF format). The files should be named as per the following example:

The length of the technical proposal should not exceed 20 pages and should include:

  • Detailed approach and methodology for the design, implementation, and management of the project
  • Detailed timeline for all project activities, tasks, milestones, and deliverables for the project within the time frame indicated above
  • Background and experience of conducting similar activities
  • A summary of qualifications and experience of key personnel that will execute the project

The financial proposal (in USD) should include a detailed budget with all direct and indirect cost estimates for executing the project, including a breakdown (in days) of the level of effort and costs associated with each team member that will be engaged in the project.

CVs and related summaries of experience and qualifications of proposed project team staff should be included in an Annex and should not exceed 10 pages.
