DCHS’ Housing, Homelessness, and Community Development Division (HHCDD) increases housing stability and develops strong communities. We strive to be an anti-racist division and collaborate with our partners to center historically excluded and systemically marginalized people. 

The HHCDD program is looking for an Equitable Affordable Housing Analyst Project/Program Manager (PPM) II to support the Policy Planning and Special Projects (PPSP) team.

The primary work topics include:

  1. Address racial disparities and inequities in housing
  2. Support the development and monitoring of King County’s Comprehensive Plan Housing Element
  3. Strengthen Comprehensive Plan Housing Elements
  4. Support public engagement efforts 

The Equitable Affordable Housing Analyst reports to the Equitable Affordable Housing Planner on HHCDD’s Planning, Policy, and Special Projects team. This is a 12-18 month position that focuses on the Housing Chapter of the King County 2024 Comprehensive Plan Update. This work will be done with support from the Equitable Affordable Housing Planner, Affordable Housing Planner/Special Projects Manager, and HHCDD leadership.

WORK SCHEDULE/CONDITIONS: 

This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end March 31, 2024, but subject to change dependent on operational need. This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. This position is represented by PROTEC17.

Teleworking Requirement 

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties

Support Addressing Racial Disparities and Inequities in Housing


  • Support Policy, Planning and Special Projects team efforts around leveraging planning and policies to address racial disparities and inequities in housing access.
  • Assist in the design and implement strategies that build the capacity of jurisdictional staff to understand the legacy of discriminatory housing and land use policies and practices in their jurisdiction and assess and redress them.
  • Support in identifying, compiling and maintaining resources to aid planners in understanding the local history of racially exclusive and discriminatory land use and housing practices and strategies to address them.
  • Utilize an equity and social justice mindset to all aspects of the work in partnership with PPSP team members, other division and department staff and internal and external stakeholders.

Support the Development and Monitoring of King County’s Comprehensive Plan Housing Element

  • Support the 2024 update to the King County Comprehensive Plan Housing Element in coordination with the Equitable Affordable Housing Planner and other members of the Planning, Policy and Special Projects Team.
  • Provide analysis to ensure alignment of the Housing Element to the King County Countywide Planning Policies.
  • Support work across DCHS and with other County departments to ensure alignment and consistency in housing-related plan elements and reports.
  • Assist in developing methods for tracking implementation of King County’s Comprehensive Plan Housing Element. 

Support Strengthening Comprehensive Plan Housing Elements

  • Assist the Equitable Affordable Housing Planner in partnership with the Regional Affordable Housing Implementation Manager and Housing Interjurisdictional Team staff to strengthen jurisdiction’s housing elements, as guided by the King County Affordable Housing Committee.
  • Support the Equitable Affordable Housing Planner and Regional Affordable Housing Implementation Manager in championing robust implementation of the Housing Chapter of the Countywide Planning Policies.

Support Public Engagement Efforts

  • Support public engagement efforts including general and targeted outreach to communities most impacted by the housing crisis, including synthesizing and incorporating public input.
  • Attend public meetings and events to provide educational information about the Comprehensive Plan and HB 1220 as well as to hear comments, feedback and concerns from community stakeholders.
  • Support the Equitable Affordable Housing Planner and Regional Affordable Housing Implementation Manager in championing robust implementation of the Housing Chapter of the Countywide Planning Policies.

  • Assist and support for other Policy, Planning and Special Projects activities, as assigned.

Experience, Qualifications, Knowledge, Skills

  • Two years of experience working in affordable housing or local or regional housing policy and experience with racial equity analysis.
  • Experience developing and communicating policy strategies to address racial disparities in access to affordable housing.
  • Experience researching best practices, gathering qualitative and quantitative data and assessing the effectiveness of a policy or planning action.
  • Experience in public engagement and community-based education; ideally related to land-use, affordable housing and/or racial equity. 
  • Knowledge of housing affordability issues and issues related to displacement risk.
  • Knowledge of housing and land use planning practices. 
  • Ability to synthesize and present complex material verbally or in writing to diverse audiences for internal staff and external stakeholders.
  • Highly organized with a demonstrated ability to succeed in a fast-paced dynamic environment, work on several tasks simultaneously, organize and prioritize work quickly in response to changing needs and meet deadlines.

Desired Qualifications

  • A Bachelor's degree, or other educational qualifications, in public policy, urban planning, public administration, or related field or hands-on experience in affordable housing planning or policy.
  • Familiarity with King County jurisdiction affordable housing issues.
