Background

NOTE: The duration of the assignment is until 31 March 2022. Whereas an external candidate will be offered a temporary appointment, subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement.

In Venezuela, UN Women will contribute to the development objectives of the Cooperation Framework between the Government of Venezuela and the United Nations, support the national authorities in the achievement of the SDGs in aligment with UN Women’s Global Strategic Plan (2018-2021). In Venezuela, UN Women is also guided by the Strategic note of the Regional Office for the Americas and the Caribbean (2020 – 2021) and its six priority areas: Priority 1: Governance and political participation; Priority 2: Peace, security and humanitarian action; Priority 3: Ending Violence Against Women (EVAW); Priority 4: Economic empowerment; Priority 5: Normative and inter-governmental engagement.

Reporting to the Regional Director and in coordination with the Regional Advisor on Peace and Security and Humanitarian Action, the Programme Coordinator, Venezuela assists the Regional Office in taking responsibility for planning, implementing, and managing UN Women programmes, projects and activities in Venezuela. The Programme Coordinator works in close collaboration with the programme and operations team at the Regional Office, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programmes, projects and activities implementation.

Duties and Responsibilities

Lead UN Women programmes, projects and activities in Venezuela:

  • Develop, implement, and monitor the Regional Office workplan related to the Country, including budget and results framework;
  • Manage delivery of the day-to-day programmes, projects and activities to ensure prompt and adequate delivery of results;
  • Ensure effective use of resources and compliance with UN Women rules, policies, and procedures as well as donor/fund requirements.

Provide specialized technical support in the areas of work of UN Women:

  • Provide specialized technical and strategic support to the Regional Office on the development and implementation of country initiatives;
  • Provide specialized technical and strategic support to the RC and the UNCT related to gender equality and women´s empowerment;
  • Develop briefs, mappings and other documents related to gender equality and women´s empowerment in the country;
  • Provide timely inputs and suggestions to UN Women programmatic areas;
  • Provide partners with technical assistance, training, and capacity development initiatives as needed.

Manage the implementation of programmes, projects and activities including monitoring and reporting:

  • Coordinate the implementation of UN Women programmes, projects and activities in the country;
  • Establish an effective monitoring system for the delivery of results;
  • Prepare quarterly and annual progress reports and donor reports and organize progress reviews as necessary;
  • Attend field missions and write reports on monitoring missions;
  • Identify and inform the RO of joint programming opportunities and participate in the development of UN joint programmes, as necessary.

Manage inter-agency and country coordination support for UN Women in Venezuela:

  • Participate on behalf of UN Women in the United Nations Country Team (UNCT) and the Humanitarian Country Team (HCT) and collaborate with the Resident Coordinator and UN system on interagency coherence, collaboration, cooperation, resource mobilization, advocacy, common services, and operations;
  • Participate in UN system thematic and other working groups to advance UN Women’s mandate;
  • Participate in country level Comprehensive Country Assessment (CCA)/United Nations Development Assistance Framework (UNDAF) processes and similar exercises related to the Resident Coordinator (RC) system, as necessary;
  • Provide guidance to the United Nations Country Team (UNCT) in supporting enhanced response to national partners in advancing gender equality and women's empowerment;
  • In collaboration with the Regional Office, provide coordination support to UN Agencies, Non-Governmental Organizations (NGOs) and national authorities to promote gender equality and women empowerment in the country.

Build partnerships and support in developing resource mobilization strategies:

  • Establish and maintain relationships with government, partners, stakeholders and donors to achieve active collaboration, cooperation and alliances on programme development and implementation and resource mobilization;
  • Finalize relevant documentation on donors and potential opportunities for resource mobilization;
  • Provide support to ensure a strategic position of gender equality and women empowerment in the UN frameworks and joint programmes.

Manage knowledge building and sharing and communications advocacy:

  • Identify and synthesize of best practices and lessons learned to dissemination information;
  • Provide the RO or HQ with updates and relevant information.

Required Skills and Experience

Education: 

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required; a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience: 

  • At least 5 years of progressively responsible experience at the national and/or international level in design, planning, implementation, monitoring and evaluation of development projects;
  • Experience in establishing inter-relationships among international organization and national governments;
  • Experience in leading a team is an asset;
  • Experience in the in the field of gender and human rights of women is an asset;
  • Experience in administrative systems and UN system norms is an asset;
  • Experience in country and/or region is an asset;
  • Experience in working independently with minimal supervision.

Languages: 

  • Fluency in written and spoken English and Spanish;
  • Working knowledge of French and/or Portuguese is an asset.
