Lead Inspection Engineer – Contract

The INEOS Grangemouth NEP (New Energy Plant) Project require a Lead Inspection Engineer with relevant in-service plant inspection experience.

This critical role is to support the project demand for delivering the mechanical asset inspection strategy for the INEOS NEP Project in compliance with statutory regulations and business goals.

Specify, plan, develop and deliver complex Mechanical, Civil and Structural engineering inspections of newly installed equipment to allow the NEP Project to achieve full compliance with legal requirements, site inspection standards and business goals to optimise asset integrity, site HSE objectives, costs and productivity.

Dimensions

  • Deliver the Inspection Program and associated WSE’s for NEP Project.
  • The Inspection Services Team holds UKAS accreditation for its in-service inspection activities, therefore this post is required to be free of commercial, financial and other pressures within the project which may affect the judgement of the post holder.
  • The jobholder will need to inspect a range of newly installed mechanical equipment as the ‘competent person’ defined in the Pressure Systems Safety Regulations 2000 in order to judge condition and fitness for purpose.

 

Principle Accountabilities

  • Develop, implement and manage inspection programmes (define scope, allocate resource, plan and execute

Mechanical, Civil and Structural equipment inspections) for the NEP Project to achieve legal compliance and meet site standards and Business goals for asset integrity, reliability, effectiveness and efficiency.

  • Accountable for the certification of approval of all Written Schemes of Examination and Inspection reports for the areas of responsibility to confirm that they meet legislative requirements and site inspection and integrity standards.
  • Supporting the RBI process as the competent person bringing inspection expertise and experience in assessing likelihood of failure assessments of specific deterioration mechanisms and the probability of detection using conventional and advance NDT techniques.
  • Ensuring that, for PSSR 2000 equipment, a certified WSE meeting the full scope required by the user/owner is in place.
  • Ensuring that for non-PSSR static pressurised equipment, a certified WSE meeting the full scope required by the user/owner is in place.
  • Ensuring the RBI output is fully captured within the WSE.
  • Endorsement and sign into service of all pressure equipment and systems installed on NEP asset.
  • Confirm that all fabrication/construction inspection and testing documentation and any project completion documentation are available to confirm compliance with the established acceptance criteria.
  • Inspect and accept new mechanical static equipment as “fit for service” to enable commissioning of plant.
  • Develop a program of baseline inspections together with documented detailed drawings to aid future inspections and life assessments.

Job Requirements

  • NEP is being constructed as a new gas fired steam raising power station. The Lead Inspection Engineer shall therefore be directly involved in inspection and signing of new equipment into service.
  • Experience of working as a Lead Inspection Engineer (Asset Integrity)
  • Willing to travel to attend specific activities at contractor’s locations or sub suppliers globally.
  • Knowledge of relevant legislation such as PSSR, national design codes such as PD 5500 and international codes and standards such as API and ASME.
  • The post holder will need to inspect a range of mechanical equipment as the ‘competent person’ defined in the Pressure Systems Safety Regulations 2000 in order to judge condition and fitness for purpose for further periods of service in accordance with INEOS standards, National Design Codes and PSSR 2000. All inspection work is carried out in compliance within the UKAS accredited inspection quality system which is governed by the need to comply with PSSR 2000 and ISO 17020. This requires a detailed and extensive knowledge of the legislation and its application.
  • Lead and/or participate in RBI reviews, Peer reviews, PHSERs and Incident investigations.
  • The post holder requires strong communication and influencing skills & character to provide assurance to the organisation of inspection independence from project/asset influence.
  • Willing to question what would appear to be the norm, and provide improvement suggestions and initiatives.

 

Qualifications, Knowledge and Skills

  • Chartered Engineer and/or Mechanical/Materials Engineer with 10+ years engineering experience and in service inspection of pipelines, pipework and vessels, fabrication, design, commissioning, and power plant operations on a high hazard refining and petrochemicals manufacturing site.
  • In-depth knowledge of mechanical design codes together with their application in gas fired steam raising power station equipment.
  • Knowledge of materials used for power station equipment and piping together with specific knowledge of known degradation mechanisms and methods of inspection.
  • ASME Plant Inspection Qualification (preferred)
  • API 510/API 570 Certification (preferred)
  • API 580/581 knowledge and experience.
  • Experience of development of Written Schemes of Examination (WSE).
  • In-depth knowledge of routine and non destructive testing techniques, good working knowledge of specialist NDT techniques and an understanding of materials and corrosion mechanisms.
  • Experienced in punch clearance and working with completions teams to address emergent issues prior to handover to commissioning.
  • Proficient in the use of computerised management systems such as Credo and Maximo
